Local governments are the cradle of democracy. The baby that this cradle raises while putting it to sleep is bourgeois liberal democracy. It is no wonder that a regime like September 12, an organization like the World Bank, and now a 'great power' like the European Union, pursues a policy of locality. Of course, local governments have a relationship with democracy in market systems; But with which democracy?
Local governments are colored according to the center to which they are affiliated. If there is no center, it does not exist. For this reason, every step towards greater autonomy always means approaching a new center. Today, before blessing autonomy from Ankara in the name of democratization, it is necessary to ask: Where is the new center?
Local institutionalization is a political-social problem before it is an organizational-managerial problem. This content is revealed most clearly in periods of revolutionary situations or upheavals. In periods when social class balances are relatively re-established, the content is withdrawn and the subject acquires an organizational-technical appearance. The liberal view from the right and the 'left' likes to get caught up in the image and stop there; thus hiding the content.
In Local Governments: A Critical Approach to Liberal Explanations, the liberal mortgage on local government research is removed and this phenomenon is examined with a historical approach and based on the socioeconomic context of the problem.
