Prof. Dr. In Mesut Gülmez's comprehensive study titled The Universal Misery of International Social Security, International Social Security, one of the important branches of International Social Policy; It is addressed with an interdisciplinary approach, with its legal, policy and practice dimensions. Social insurance, social security, social protection, etc. concepts, understanding, law and policies are examined critically within the framework of a proposed "rights"-based periodization. In addition to the International Labor Organization, which made the first regulations in the centuries-old evolution and continues to be the "flagship" of the field, developments within the framework of the United Nations and the Council of Europe are also examined with a "human rights" approach within the framework of the three-period evolution model. Due to the integrated approach adopted, "Extreme Poverty and Human Rights" reports, which are directly related to the "global deficit" in the field of social security and social protection, are evaluated especially in terms of social security/social protection.

The author does not only examine International Social Security, which he considers among the branches of International Social Human Rights Law, from its "law" dimension. It exhibits the universal misery of social security and the economic and social indicators of the gap between legal and real coverage on a global scale, with striking data from numerous reports. Prof. said, "The name of the right is social security" and emphasized that social security is a "social person right" that can be judged for everyone.

Dr. Mesut Gülmez brings together some of the approaches adopted in the literature and his contradictory opinions, suggestions and criticisms about some international regulations.

The Universal Poverty of International Social Security, which examines the transformation of social security at the international level between 1919 and 2018, is an indispensable reference source in the field of International Social Policy.
