In the justification of the law prepared for the abolition of General Inspectorates in 1952, it was stated that this practice was dominated by an "administrative style and smell" similar to the "Governor General of India". General Inspectorates, which remained in force for 20 years actually and 25 years legally, are one of the special organizations of the Single Party period. Cemil Koçak, known for his two-volume work titled National Chief Period, offers a competent review of this practice, on which almost no study has been done to date and little news can be found even at the beginning of the period. General Inspectorates constitute an important link in the extraordinary administration process in the history of the Republic of Turkey. They have institutionalized a strict control that evaluates every issue, from public works and economic issues to daily affairs, with security criteria. Cemil Koçak evaluates this institutionalization as the continuing legacy of the Ottoman management mentality that was transferred to the Republic. It is known that this extraordinary form of government has a special importance in the course of the Kurdish issue during the Republic period. As a matter of fact, three of the five General Inspectorates established were directly related to this problem. In addition, in the case of Thrace, the practice of General Inspectors provides interesting data regarding the Single-Party administration's perspective on issues such as immigration, settlement and minorities. In summary, we are faced with an examination of key importance in terms of understanding state-society relations and recent political history in Turkey.
