Today, diplomacy refers to the regulation of international relations in accordance with international law and the resolution of foreign policy problems through peaceful methods and negotiations. So, what is the place of the Kurds, who cannot become a state or are a stateless people, in diplomacy? How can disputes be resolved peacefully without resorting to force in the Middle East, which is identified with the continuity of conflict? This study is a first in its field. Articles have been written on the subject in different places and times, and books dealing with the diplomatic activities of a movement or leader in only one region have been published. However, there is no comprehensive study on the diplomatic understanding and activities of the Kurdish movements in Turkey, Iran, Iraq and Syria. In this volume of the two-volume study prepared by making use of many (pro-con) sources about the Kurds; The changing definitions of diplomacy in parallel with historical developments, the history of Kurdish diplomacy, Barzani and Talabani diplomacy, and the course of development of the Kurdistan Regional Government, which was shaped after the 1991 Gulf War.
