During the war, people who go down to underground shelters called ant tanks due to radiation believe that there is still a war going on above, and they produce new robots to fight in a war that does not actually exist. Up above, things are very different. After the war ended, the elite decided that the world would be much more livable without millions of ordinary people and turned the earth into a huge park. In fact, they have a retinue of tin soldiers produced by those below and acres of property. They build movie sets and write speeches broadcast to the tanks to perpetuate this lie. However, one day, the chief technician responsible for manufacturing robots in an ant tank named Tom Mix dies and... the facts emerge in the most unexpected ways in Philip K. Dick.
