In this study, which examines diplomacy, the dominant motivator of Ottoman Turkish Modernization, in depth, it is not limited to a pure analysis of nineteenth century Ottoman diplomacy. In order to analyze diplomacy, which is a class practice, along with the conceptual analysis of "modern", the class foundations of the state are reviewed on the axis of the East-West encounter, taking into account the structural situation of the parties. In this context, with the emergence of diplomatic practice, what kind of activities this practice covers and by which classes it has been carried out in the East and West throughout the historical process are revealed. The relationship between Islam and international law, which determines the intensity of this encounter that constantly reproduces itself, is also analyzed through practices, doctrines and formations such as the institution of "eman".
In Modernization and Diplomacy in the Ottoman Empire, the connection of Ottoman diplomacy with its Turkish and Islamic roots is explained through etymological analysis; How it was integrated into the modern diplomacy that emerged in the Italian city-states in the fifteenth century and how it transformed itself is traced, and the phases it went through are discussed in descriptive terms. When it comes to the nineteenth century, the strong bond established by the reformist character of the Tanzimat intellectuals with diplomatic practices, from ballet to ball, from the use of cutlery to horse racing, from language schools to literary translations, is presented to the reader in a fluent style.
