In her book, Emine Kiray investigates what changed in the imperial economy within the framework of the interaction between the world economy and the Ottoman economic and political structure in the 19th century. Another focus-topic of Kiray is foreign debts. Instead of using the debts it received for investment and production increase, the Ottoman palace used them to create balances between groups such as notables, notables and merchants and to increase its own control. The states that lent money to the Ottoman Empire also took advantage of this relationship to make changes in the Ottoman economy and politics in line with their wishes.

The author reveals that the changes that fundamentally affected the Ottoman Empire in the 19th century sprouted in the late 16th and early 17th centuries. The important factor in the increase in foreign debt was the decrease in tax revenues due to the weakening of the central authority. And foreign borrowing accelerated integration with the world economy. Foreign borrowing also brought increased demand for consumer goods, an increase in imports, and the collapse of many sectors. Kiray analyzes the reasons and consequences of non-payment of debts.
