"During the reform period of the Ottoman Empire, which started with Selim III and continued with Mahmud II, the area of authority and responsibility of the sheikh al-Islam expanded. For the first time, the ilmiye organization gained an organizational structure in which all its units were hierarchically headed by the sheikh al-Islam. Thus, the sheikh al-Islam was a supervisor in its own right. He became the minister of all religious affairs and institutions, except for the administration of foundations.
Essentially, in the 19th century, the sheikh al-Islam was not only an approval authority that had to give the necessary fatwas on needed issues, but also the minister of a large organization that oversaw the duty of issuing fatwas and the power of appeal in the judiciary. For this reason, sheikh al-Islam was one of the indispensable and indispensable basic elements of the Ottoman central bureaucracy, with an administrative and political identity.
This study shows that, contrary to historical assumptions that after the abolition of the Janissary Corps, foundation revenues were confiscated in order to teach the ilmiye class and the ilmiye organization was left to its own devices, the Ottoman reform was handled as a whole and the ilmiye organization was also modernized.
