The classical bureaucratic structure of the Ottoman Empire had undergone a radical change in the 19th century under the influence of the modernization process. According to Akyildiz, the real beginning of Ottoman modernization is not the Tanzimat Edict, but the period of Mahmud II, when the administrative system was completely reorganized and many institutions were created. In the book, which examines the reforms in the central and provincial organizations and the struggle for authority sharing, it focuses on modern developments in which innovation crystallized: the establishment of the modern archive, the change of documents in terms of language, form and content, the establishment of ministries and permanent assemblies... In addition, the working system of Abdulhamid II, His understanding of management and his relations with the Sublime Porte are analyzed using very rich and different types of sources. Ottoman Bureaucracy and Modernization is an example of meticulous historiography based on extremely comprehensive archival research.
