The separation of the police from the army and their institutionalization as a separate "business" and apparatus is a fundamentally important aspect of the modern state. Because the police have a key function in the development of the state's ability to control society by penetrating it rather than from above/outside it. This control mechanism, which is 'preventive' rather than reactive-suppressive, constitutes the modern nature of state power. This is a two-way mechanism that, in addition to realizing the authority and control power of the state, can also 'penetrate' the demands and reactions of the public. In this sense, it is also a factor in the framing of citizens' rights. On the other hand, the police in the modern state are also the police in capitalist society, and the 'structural' criminalization of the lower classes is a characteristic feature of the establishment of the police order. Ferdan Ergut's book primarily reveals this essential function of the police in the modern state. And on this institutional basis, he examines the establishment of the police in Turkey. The book analyzes the institutionalization of the police within the continuity of the Union-Progress and Republican administrations, in other words, the 1908 and 1923 revolutions, dating back to the One-Party period - despite a 'regression' during the War of Independence. On this occasion, he comments on the characteristics of the construction process of the modern state in Turkey. Ergut identifies the autonomous from the army but militaristic structure within itself, which emerged as a result of this historical experience, as a paradoxical character trait of the Turkish Police. Just as there is a problem in looking at social events through a 'police' perspective, there is also a problem in viewing the police phenomenon through a 'police' perspective and excluding it from social and political analysis. This important book is also a call to make 'the police' the subject of social theory and politics.
