The constitution-making process undertaken by the First Grand National Assembly of Turkey within the framework of its "founding" mission is presented to us as a rich and inspiring experience with the book in your hands. The 1921 Constitution, which emerged as a product of this experience, is particularly remarkable as it is based on a non-monist, pluralist principle of "populism". As a requirement of this principle of populism and the understanding of popular sovereignty, the role given to decentralization and local autonomy is equally important. This decentralization, which was also included in the draft constitution written by Mustafa Kemal in 1923, would be eliminated in the 1924 Constitution.
