We are once again in the nameless city of the nameless country of blindness. Moreover, it has not been long since the tragedy, the memory of the horror it evoked is fresh, and while its victims are still alive, a new disaster, or rather an extraordinary situation, befalls the city. Elections are held, ballot boxes are set up.

However, something unexpected happens and the vast majority of the votes come up blank. The government immediately goes on alert with the suspicion of a conspiracy and tries to grind this unexpected situation into the wheels of the political order; when it cannot get results, it finds the solution in declaring martial law and leaving the city. However, contrary to expectations, when disorder does not arise in the absence of order, it is again up to political power to remove it.
