After the declaration of the Constitutional Monarchy, a French newspaper decides to send a reporter to Istanbul to learn from the first source what's going on in Turkey. A French journalist of Turkish origin applies for this job and sets off to Istanbul, the city where his roots are.

In the City of Shadows and Dreams is a novel of social hysteria during this turbulent period of the Ottoman Empire. The story of a Turk reporting to foreigners about the goings-on in his country where he is a foreigner, while observing the eclipse of reason in Ottoman society on the one hand, and coming to terms with his own past on the other.
