The universal history of capitalism develops in a certain cycle. It is possible to define this cycle as depression and restructuring to get out of depression.
Capitalism can be defined with the 1929 crisis, which constitutes an important link in its four-hundred-year cyclical history, the rise of fascism as its reflection in the political sphere, and the rise of modern democracy and the welfare state in the period of comprehensive restructuring following the Second World War.
The welfare state, which enabled a high growth rate on a world scale in the 1950s and 1960s, faced a new crisis that emerged as a bottleneck in the accumulation process in the 1970s. While the restructuring that cyclically followed the crisis manifested itself in the form of downsizing of the state in the economic field and the elimination of its socio-economic functions, privatization, deregulation and globalization, it also brought about a restructuring in the political field. Thus, the ideology of a new world order achieved an extraordinarily effective hegemony in the 1980s.
The changes that occur during the restructuring process mainly concern the state institution and the social roles and functions of the state. This makes it inevitable to rethink and discuss state theory.
Within this framework, this book attempts to question the "rising values", the evaluations and suggestions that are considered infallible and indisputable truths under the hegemony of the new world order ideology.
