At the end of the 1877-1878 Ottoman-Russian War, popularly known as the War of '93, Tsarist Russia annexed today's Kars, Ardahan and Artvin provinces and part of Erzurum, and began to govern these regions as Kars and Batumi oblasts. These forty years between 1878 and 1918, when Russian rule reigned in the history of the region marked by wars, population movements, migrations and revolutions on the border of the two empires, have not been adequately examined in Turkish sources, and the studies are far from scientific impartiality.
