Health services are always at the forefront of the responsibilities of the state towards its citizens. But what percentage of the population do these services cover, and who do they 'ignore'? While health is turning into a citizenship right in almost all developed countries, other parts of the world are also being swept away by these "winds" of reform. The real reason for this 'humanitarian' attitude, supported by the IMF and the World Bank, is to keep people in the global market game. Of course, with each new reform package, the private sector's occupation in the field of health expands, and it is suggested that the employment of salaried health personnel be narrowed down, arguing that it is not effective for the state to provide services alone. By bending reforms to suit their own conditions, developing countries eliminate the promised conditions of equality and fairness in the first place. What about Türkiye? Far from covering the entire population, the "General Health Insurance" bill is based on depriving those who do not pay their premiums of health services. It is frightening to even think about the disasters that a health insurance based on a premium system could cause in a country like Turkey, where economic instability prevails. This book, in which academics from different countries of Europe discuss the concept of "health services" and the history of practices in Europe, discuss their problems on a national scale and evaluate reform proposals, shows that health care is the primary duty of the state towards the citizens and that the 'customer-seller' relationship that is being tried to be created is distorted. once again reveals it with all its clarity.
