The city of Assyria and the kingdom that took its name from this city were founded in Northern Iraq, on the banks of the Tigris River, in the early 2nd millennium BC and existed almost uninterruptedly for approximately 1400 years until the end of the 7th century BC. Assyrian king lists, although there are some ambiguities, first in Assyria (Kalat Şerkat) for more than 1000 years and then during the Neo-Assyrian Period, respectively; It contains the names of the kings who reigned in capitals such as Kalhu (Nimrud), Dur-Sharrukin (Horsabad) and Nineveh (Koyuncuk). In this respect, Assyria is one of the states that has maintained its form of government and institutions for the longest time in the Near East. The state model, which took shape in Mesopotamia in the 4th millennium BC and developed with the contribution of the Sumerians and Akkadians, matured with the contribution of the Assyrians over a long historical process. This model, which was created by the Neo-Assyrian Kingdom with the knowledge it received from the deep-rooted Mesopotamian civilizations, seems to have been adopted and imitated in many aspects by all post-Assyrian kingdoms and empires in the Near East, along with its understanding of kingship and palace plan and its units.

The political model of governance that had begun to take shape in Mesopotamia during the 4th millennium BC in the lands of Sumer and Akkad matured under Assyrian rule throughout a long historical process of political development. The model of royal sovereignty and its associated institutions of governance and palace architecture, developed by the Neo-Assyrian Kingdom which built upon the experiences and traditions of deep-rooted Mesopotamian civilizations, were adopted and imitated in multiple ways by all kingdoms and empires which followed Assyria in the Near East.
